According to him, the attitude of civil servants contributes significantly to the poverty situation and heads of departments are the cause of the problems confronting the people in the five regions.
Dr Ato-Arthur without mincing words charged Metropolitan, Municipal and District Coordinating Directors and MMDCEs to change their attitudes towards work.
The head of civil service said staff of local government service goes to work 3 days in a week instead of five working days.
Dr Ato-Arthur asked civil servants to fix themselves first before fixing the country’s problems and stop saying the five regions are the poorest.
The unhappy head of civil service was responding to concerns from some civil servants at the closing ceremony of Ghana National Household Registry Data Dissemination forum in Tamale.
According to Dr Ato-Arthur, local government staff do not go to work on Thursdays and Fridays. This, he noted, was counterproductive.
He advised heads of decentralized departments to show leadership by always being at post to encourage subordinates to be at post as well.
Dr Ato-Arthur cited his experience in Upper west where workers in the assemblies used to leave their work place on Tuesdays for the regional capital and their banks and spent 3-days out of the five working days away from post.
